William ‘Bill’ Ripley Rand was born in Wilson, NC on April 9, 1936. He was the youngest of three sons of Sarah Higdon Rand and Oliver Gray Rand, one of the founding partners of Rose Rand Attorneys, P.A. Rand attended the University of North Carolina at Chapel Hill, where he received an undergraduate degree in 1958 and a law degree in 1963. Before entering law school, Rand served for two years as an ensign, and later as lieutenant j.g., on the aircraft carrier USS Randolph.

During his practice, Rand rendered a wide range of legal services to businesses, municipal governments and individuals. He served on the North Carolina Board of Law Examiners from 1986 through 1990. In 2004, he was inducted into the North Carolina Bar Association’s General Practice Hall of Fame.

Now retired, Rand continue to reside in Wilson, spending his time with family and pursuing his many other interests.
