About Our Firm
Our job is not to prove how much we know about the law because legal expertise is a given. Our job is to understand the client’s goal and to achieve it. We have the highest level of technical expertise, but so do many of our competitors. We, however, add two unique ingredients.
The first is a commitment to listen carefully so that we understand the client’s objectives and then strategically plan and implement our work to obtain the best possible result at the lowest cost. We avoid getting caught up in the law and missing the business realities and practical solutions.
The second is our mix of public and private clients and experience in public/private partnerships. For instance, in major real estate transactions we understand how each participant—whether it is a developer, lender, or a city—operates and thinks. Our hands-on, day-to-day understanding of the needs of each party permits us to be effective problem solvers, negotiators, and facilitators. Firm History
The Wilson office of our firm began in 1944, when William A. Lucas and Oliver G. Rand joined their law practices to form Lucas & Rand. Z. Hardy Rose joined the firm in 1948 and actively practiced law with the firm through late 1993. William R. Rand practiced with the firm for over 40 years before retiring in 2003. He was inducted in the N.C. Bar Association’s General Practice Hall of Fame in 2004.
The firm’s lawyers have consistently participated in a variety of civic and professional endeavors and, over the years, the firm has produced members of the State’s highest courts. Louis B. Meyer was a member of the firm before his service on the North Carolina Supreme Court, and following her years in practice with the firm Naomi E. Morris served as a Chief Judge on the North Carolina Court of Appeals.
Since its inception, the firm has maintained offices in Wilson and the geographical area of practice has been focused on Eastern North Carolina. In early 2005, the firm opened an office in Raleigh to better serve existing clients in that area.
The Kinston office began when Fitzhugh E. Wallace, Sr. moved from Kenansville to Kinston in 1920 and started his own law firm. Fitzhugh, Sr. was active in the state legislature and served as President of the North Carolina Bar Association. Fitzhugh Wallace, Jr. joined his father in 1949 forming the firm of Wallace & Wallace. In November of 1963, Fitzhugh Wallace, Jr. and R. S. Langley formed the firm of Wallace & Langley which shortly thereafter became Wallace, Langley & Barwick. The firm later added a number of lawyers.
R. A. Whitaker started his practice in Kinston in 1925 and was later joined by A. H. “Bootsie” Jeffress, forming the firm of Whitaker & Jeffress, which later became Whitaker, Jeffress & Morris, after Thomas H. Morris joined the firm. Whitaker, Jeffress & Morris merged with Hodges & Rochelle and ultimately the firm became Morris, Rochelle, Duke & Braswell.
In 1986, Wallace, Langley, Barwick, Landis & Rodgman merged with Morris, Rochelle, Duke & Braswell to form the firm of Wallace, Morris, Barwick & Rochelle, P.A. At the time of the merger with Rose Rand Attorneys, P.A., the firm name was Wallace, Morris, Barwick, Landis & Stroud, P.A.
The merged firm of Rose Rand Wallace Attorneys, P.A. is proud of its 90 year history in Eastern North Carolina as it continues to offer a broad range of services to clients throughout the State.
